Rabbi Yaron Reuven says in the name of the Sages of the Gemara, that no Jew during the time of the First Temple actually believed in idolatry, they only bowed to statues to permit for themselves overt immorality. That way the Rabbi would leave them alone and they could continue to sin, and it's no different today.
